Tipsy Taylor
The unusually named Tipsy Taylor only had this one 45 released I believe. “Oo-Wee Baby” is a sort of big band Northern soul item but the other side is the one to listen to. 
What Is It is a tuneful ballad really well interpreted by Ms Taylor, who has plenty of power and a tough tone. The full orchestration by Gregory Carroll gives her an excellent setting in which to work.
